Currently, the only formal role of the DebConf Committee is to make final decisions about where DebConf will be held, as defined in the bid process.
The Committee has a wider informal role, along with others from the DebConf team, to take longer-term responsibility for DebConf, both during preparations for a particular year's conference in a venue they helped to select, and in ensuring in the longer term that the conferences continue to be successful and positive for Debian.

The decision process is that the DebConf Committee delegates + the bid selection team they picked _decide_ during the next meeting. If no clear consensus emerges, the DebConf Committee votes as per the delegation (including a tie-breaking vote by the DebConf Committee chair).
