The standard Debian RTC service should be accessible over wifi at the venue or any other Internet connection in Germany.
We have received phone numbers & call budget from sipgate.de as part of their sponsorship. If you need a forward, a VoIP phone, or a way to call out poke RichiH.
The numbers can be redirected to your Debian RTC SIP account and then you can receive calls using an app like Lumicall or CSipSimple.
