You don't need to initialize if you just want to use credit card for one-time-rent.
You need a EasyCard which can be easily bought inside any convenient stores in Taiwan. Please recognize the EasyCard icon first "https://en.wikipedia.org/wiki/EasyCard" which is a icon with 4 color arrows.
Find a kiosk near the bicycle pool, register your EasyCard with your Taiwan phone number.
[edit] Renting
You can use credit card to do one-time-rent or you can buy a EasyCard from any convenient store in the campus and binding that EasyCard to your phone and then renting. Please refer this video.
