Many tools, processes, and metrics have been devised over time to
measure and improve the quality of a codebase.  However, still when
opening a codebase for the first time is a daunting and multi-day
untaking before you even start make the changes you need.

The reason, programmers like to program, not to solve problems.  So
lets review the status quo, and explore an alternative that works.
